Older cell phones, like radios, required antennae to get a decent signal. To operate the antenna, grasp its cap between thumb and forefinger, holding the cell phone in your other hand, and pull until the antenna stops.

Nowadays cell phones have internal antennae.

This editor last dealt with a cell phone antenna in 1999; by the time he got his own (first) cell phone (2002), the extendible antenna was no longer a feature.

Well, this editor is using a Nokia from 2005 and it has an extendable antenna,
