This is no longer a skill everyone knows in the 1st world nations, but is still common in 3rd world nations. In 1st world nations (particularly in North America) this is not uncommon as a recreational skill. Those people participating in groups such as military units or Boy/Girl Scouts are much more likely to have some level of experience in this skill.
Basic first aid is listed as an assumed knowledge because of events or accidents such as blisters, wet feet, twisted ankles, and so forth.
